Ethics in public ad Essay Since the 1970s there has been a great deal of change associated with the implementation of administrative ethics. These changes have been promoted and motivated by the concept of public administration in the new era. An important position is given to the concept of ethical issues in todayââ¬â¢s civil governance. There has been a great deal of research associated with this concept which has been supported by translation of evidences and theories into practice across different continents. Frederickson and Ghere (2005) address both the managerial and individual/moral dimensions of ethical behavior as well as new challenges to administrative ethics posed by globalization. As promoted by Cooper (2001) ethics in public administration is not a transient concept but has proven to be an approach which has shown a great deal of sustainability which is fundamental to the area of public administration. Public administration has certain issues with regard to ethics implementation and finds it troublesome to come to terms with them. One reason for this is because ethics is embedded in an intellectual framework. This framework is based on stable institutional as well as role relationship levels, among both public employees as well as the organization. According to the views of a number of researchers (Bang and Sorensen, 1999; Keast et al., 2004; Rhodes, 1996; Sorensen, 2002, 2006; Sorensen and Torfing, 2004; Stoker, 1998), current government perspectives believe that clarity and stability at these levels would be problematic. Despite the increasing number of studies that have focused on the importance of administrative ethics, there has been very little effort spent on identifying what is exactly the crux of ethics in administration (Cooper, 2004). This lack of directed research in the dynamics of operations with regards to ethics in public administration along with constant changes in the principles and policies associated with administrative ethics need to be examined. These developments have raised new topics for concern in this field. One example which can be cited at this juncture is the emergence of the concept of egovernance which would require the identification of a whole new paradigm of ethics in public administration.

Iagos Justice In William Shakespeareââ¬â¢s play Othello, there lurks an evil that far is surpasses the darkness of the devil, it lies in the antagonist Iago. Othello who passes Iago up for a promotion simply because Iago is not a arithmetician, swears to take his revenge and destroy the moor and every thing Othello holds dear. Through this Iago plays judge, jury, and executioner, but is Iagoââ¬â¢s justice justified or does his justice go far beyond the point of justice that he crosses the line. Once that line is crossed there is a point of no return. All barriers that may have at one point existed are now broken. Iagoââ¬â¢s justice can never be justified, by taking or causing the bloodshed of the innocent for his own personal gain is no more justified then murder in cold blood. What ever promotion Iago is entitled to or what ever rights he may have is gone when he decides to create his own law. Nor should he posses the power to influence and decide the fate of others. ââ¬Å"I hate the Moor;........Hell and night must bring this monstrous birth to the worldââ¬â¢s lightâ⬠(I.ii.20). Iago intend to ââ¬Å"abuse Othelloââ¬â¢s earâ⬠and convince Othello his wife Desdemona is an adultress, ââ¬Å"framed to make women falseâ⬠(I.i.20). Iago plans to bring the devils evil to earth in order to get his revenge on Othello. Although Iagoââ¬â¢s justice can never be justified his anger pointed towards Othello can be. Despite all the rage, fury, resentment, prejudice, and anger Iago feels towards Othello; Iago feels all this and more to the appointed lieutenant Michael Cassio. For Cassio has never had experience on the battle field, ââ¬Å"A fellow almost damnââ¬â¢d in a fair wife; That never set a squadron in the field, Nor the division of a battle knowsâ⬠(I.i.1). Iago also points out that ââ¬Å"preferment goes by letter and affectionâ⬠(I.i.2). Iago is well aware of the fact that he is more qualified for the position but choices are based upon brain and not achievements on the field. In Iagoââ¬â¢s pursuit of destroying the Moor and achieving his rightful position he destroys so many lives. Michael Cassio is soon striped of his position due to Iagoââ¬â¢s deceit. Othelloââ¬â¢s fair wife Desdemona is murdered by her own husband after Othelloââ¬â¢s mind is poisoned by th e ââ¬Å"honestâ⬠Iago.

Impact of E-Learning in Secondary Schools Students
The development of technology and the Internet all over the world during the last decade has enabled new educational delivery methods like E-learning. It is the use of technology to enable people to learn anytime and anywhere. E-learning applications and processes include Web-based learning, computer-based learning, virtual education opportunities and digital collaboration. stakeholders at different levels, such as researcher, practitioners and institutions understand the value of e-learning [Kira 2009], thus countries all over the world has adapted to this new delivery method, and Fiji as one of the developing countries has also joined them.The Universities in Fiji have already started using this method and by 2014 Fiji hopes to implement this education method in around 20 secondary school. As online education gains in popularity, it becomes more important to recognize the inherent advantages and disadvantages offered by this medium[Richard Hauser 2012]. Timothy Rodgers [2008] also stated that as the use of e-learning is becoming more and more widespread in higher education it has become increasingly important to examine the impact that this teaching style has on student performance.There have been a number of researches conducted to prove numerous advantages of E-learning. Firstly, E-learning is cost effective, for example, there are no travel costs. Melissa et al [2011]stated, access to online training is cost effective. Higgins [2012] also supported that by stating that e-learning can be effective for students as they do not need to travel and efficient in terms of time. Majority of the learners being middle aged education professionals and keen on professional development could take course that are offered through e-learning since it does not impinge upon their work times. Shikha Raturi 2011] Secondly, E-learning has Flexibility, Accessibility, and Convenience. Here the Learners can proceed through a training program at their own pace and at their own plac e. They can also access the e-Learning course at any time and only as much as they need. The rapid advance of web technology has enable universities to reach out and educate students across time and space barrier [Shu-Sheng Liaw 2008]. Higgins [2012] also supported the claim by stating that e-learning can provide flexibility in terms of time and place. Mary F.Fortune [2011] states in her research that eLearning is also convenient to learners who have problem with communication skills. Thirdly, E-learning has a lot of exchange of ideas and sharing of knowledge. Higgins [2012] specified that e-learning enhances the efficiency of access of knowledge. Shu-Sheng Liaw [2008] identified that eLearning assists learners in collaborative learning, exchanging ideas and sharing knowledge. The author also stated that in web based system, learners are encourage to exchange ideas, share perspectives, and use previous knowledge in order to decide on the best solution for the problem.He also specifi ed that knowledge sharing also enhances better teaching and learning. Although there are a lot of positives about ELearning, there are many disadvantages of E-Learning schools, and disadvantages with the ELearning process. The first issue is skills are required for the user to be able to take advantage of the E-learning. That is basic computer knowledge is require for E-learning. Kira [2009] stated in his paper that fifty percent of adults, including the first year University students, have some sort of computer related phobia.Kushir [2009] discussed in the paper that lack of certain skills or experience might put one at a disadvantage when compared to the experienced once. Lack of operational knowledge and of capabilities narrowed the options of the users in E-learning. [Falloon 2011] Next issue with E- learning is isolation of learners. As stated by Higgins [2012] learners might suffer from isolation and lack of direct social interaction. Further to that point Falloon [2011] added that learners studying at a distance can still suffer from a sense of isolation and disconnect which can adversely affect their performance.Ease of use of E-learning system is another issue that affects the learners. This is when the learning system interface is not user friendly; learners have problems using the system. Kira [2009] indicated in her work that computer anxiety was influenced by how users perceive ease of use of an information system. Shu-Sheng Liaw [2008] also added to ease of the system as user acceptance towards the system, where learners are concerned about the operating methods and functions. Information Overload is another issue of E-learning.Students reported feeling overload in the eLearning courses. [Kushir 2009]. His work also stated that some online environments are unnecessarily cluttered with irrelevant stimuli and information or the way in which the relevant information is organized affects how students learn. From the works of the above researchers it can be known that for any popular system there are positive and negative impacts depending on a range of factors such as different kinds of user, different locations of the system, different choice of users and so on.And as Fiji has recently stepped into this technological advancement of E-learning it will have its own set advantages and disadvantages. However, from the literature review the gap in E-learning was identified as equal Accessibility of the phenomenon by the populace of both rural and urban centers. It was also identified that computer Literacy of participants influenced their mode of learning.

Steubenville And Glen Ridge Rape Case - 1918 Words
The Steubenville and Glen Ridge rape cases are two very similar cases. The perpetrators were football student athletes with promising futures and the victims were teenage girls whose capability of consenting to the acts done to them were questioned. One of the victims was seventeen-years old and had an intelligence quotient of 64 and the reading comprehension of a second grader. The second victim was sixteen-years old and was publicly assaulted while she was completely intoxicated. This paper will discuss each victim and their perpetrators, as well as the trial sentencing and prosecution. It will explore the different reactions from the community and the debate over the victimââ¬â¢s responsibility leading towards the incident. When she was twelve years old, she had her first sexual encounter and started taking birth control. Just like most high sc hool teenagers growing up, she just wanted to fit in with the other kids (Hanley, 1993). Those who were a part of the victimââ¬â¢s life such as her family, teachers and mental health specialists, all described her as having a troubled life emotionally, socially and educationally (Hanley, 1993). Fisherââ¬â¢s education was different than the education that typical children received because she spent most of her school years attending classes for the learning impaired and stayed in those classes until she could no longer receive public education. Fisher looked up to these upperclassmen boys and when she was urged to go to the basement that day, she went along, being promised a date with one of their brothers whom she admired. The victim in the Steubenville High School rape was sixteen years old when the rape occurred. I was not able to find too much information regarding the victim. However, the Author Joanna Walters mentions that the victim was an honors student and an accomplis hed athlete at school (Walters, 2013).
